I solved it by disabling fast startup. If you are currently in the black screen with the pointer, you don't need to reinstall the OS, because the keyboard inputs work. Wait a couple of second and run the command shutdown -r. Threats include any threat of suicide, violence, or harm to another. Any content of an adult theme or inappropriate to a community web site.

For some reason after 20 shutdowns form power button the pc booted to recovery- i was able to revert back to 8. I beleive ot was issue with graphics card but too scared to try again.
